The old version install is not the problem in my case. I have reformatted
my hard drive and done a clean re-install of windows and have no office
installed at all.

Spanish speakers like myself are pretty happy about being able to get a
Spanish
localized version in the US. But it looks as if they overcompensated.
Microsoft
Office 2007 Language Settings only works to change interface language
if you have
multiple Office Language Packs installed, like this:

If you don't mind spending $24.95 you could download the English
Language Pack for
Office 2007.

Then you could switch the user interface between English and Spanish,
