When you couldn't start the Office applications in the application Safe Mode (holding Ctrl while starting) ruled out add-ins and any issues with the Office installation since the application Safe Mode will start the application using the factory defaults. So scrubbing Office data from the registry and disabling add-ins will likely prove fruitless.

Now, the fact that you can run the Office applications when you start Windows in Safe Mode indicates the issue is caused by a device driver such as your graphics driver, printer driver, etc. Did you update all of your drivers to rule them out?
