Office Basic 2007 is OEM. It can only be SOLD WITH A NEW COMPUTER. The seller needs to install it on the PC they sold you, and provide a means to restore it if it needs reinstalling. If the only thing they "sold" you was this "license", it isn't legit, get a refund.
