What you need is optical character recognition (OCR) software. This kind of
program usually works with the output of a scanner, but most of them can read at
least some graphic formats (.jpg, .tif, some others).
MS Office includes Microsoft Document Imaging, which has basic OCR capability.
If you don't have it installed, you can rerun the installer and choose a custom
installation that should let you select that program. If you have a scanner,
check the software bundle that came with it.
