It does sound questionable. I would ask at work about how they are doing their orders.

I ordered Office '07 through work. The day it arrived in the mail at the
house, i started getting smap email at work, where I ordered it, with the
contents of office enterprise 2007 listed in spam. When the package arrived,
by mail from Puerto Rico, I noticed that the safety seal along the edge of
the CD holder was not sealed, had been opened.
Is this someting I should be concerned about?
Should I report it?
Could someone have opened, installed my copy, and registered it themselves?
