Sure.

I also have a micro office (home and student) that is scratched
and cannot be returned. I still have 2 liscences left on it and
was wondering if resurfacing the disk would harm it.

You have nothing to lose since you can't read the CDs anyway so give it
a try.

I'd also try to figure out WHY your CDs are getting scratched and take
steps to fix it if you can.
