Hi Jim,
Which Anti-Virus program are you using on the computer, Norton, Panda
Titanium antivirus, or others? Check if there is virus (for example, the
abwiz.f virus) on the computer. Also, disable the document scanning option
in the Anti-Virus program. And test the issue again. What is the result?
Come into Windows safe mode to test the issue

1. Restart your computer
2. Keep press F8, until the screen "Windows Advanced Options Menu" appears.
3. Press "Up arrow" in the keyboard to select "Safe Mode with network",
press "Enter"
4. Log in the account. Is it working fine under Windows safe mode?

| I'm afraid that Opa11.dat wasn't the issue. I checked the
| permissions, and Everyone had Full Control. I specifically added
| permissions for the user and reinstalled, same error. I deleted the dat
