I believe what DL is telling you is this:

From Outlook, click on Tools and then Account Settings. Go to the Data
Files
tab and click on Add. Browse for your PST backup file and click on OK to
add
it to Outlook.

Now, your backup PST file folders should appear in the left portion of the
Outlook window. You can then copy any/all messages from your backup
folders
to your "main" inbox.

When you are done, you can either leave the backup PST folders alone or
you
can go back to Tools - Account Settings - Data Files and remove the backup
PST entry.

It does not matter if you have Personal Folders Backup installed or not.
But
it's a good thing to regularly backup your PST file in case of file
corruption. You shold also copy it somewhere other than your PC in case
your
disk drive crashes.
