You might try updating the drivers for the mouse and keyboard in question.

I do have the same problem. My keyboard and mouse are connected via a USB
hub
to my Gateway laptop. It doesn't happen if I use the laptop keyboard and
pointer.
However, this just started happening in the last 30-60 days so there must
have been some MS update that is causing the conflict.

My problem is exactly the same as this below. Surely, MS has a
solution.
I'm using a wireless K/B and Mouse whose receiver is connected by
USB
2.0.
If I disconnect these components and use strictly what came with the
notebook
(Compaq 2000 series), the keyboard functions all work fine.

(running windows xp tablet) then the copy and paste are screwed up.
Having the num-lock key down causes any arrow key to work as "print
screen" key.
Try this:
Run C:\Windows\System32\Clipbrd
you'll see realtime what is on your clipboard.
do a simple ctrl-c on text
it will copy correctly on clipboard
press any arrow or page-up/down key
it will copy a screenshot.
I have got no solution to this problem!
