No chance. You'll have to redownload them. BTW, your configuration doesn't do you any good at all. Most programs won't run without having been specifically installed in an OS. I'd personally suggest to use your third partition for data only and keep all programs with their respective OS.

The situation I face here is pretty unique and I assume that I'm having an
issue with the registry. I downloaded the office beta 2 quite a long time
ago and installed the technical refresh fairly recently. I deleted the setup
files for these a long time ago (technicalk refresh is not an issue
obviously).
My system WAS dual boot, I had vista RC1 and XP Pro as my 2 operating
systems. I had an extreme problem with the XP side and couldn't boot at all
(not even in safe mode). I had to reformat that partition and decided to just
jump over to Vista early. The good news is that I stored all my applications
on a third partition so the office files themselves are fine. However, Vista
does not have the registry settings or anything for Office 2007 so when I try
to open any Office programs I get the error message "The operating system is
not presently configured to run this application"
Is there any way around this aside from redownloading Office 2007? I don't
have an issue with the time taken for the download but I don't want to pay
$1.50 for each download when I already have these programs.
