Just to add: Why didn't you download the opplus file outside safe mode and just executed it to install Office 2007 directly? There is no need to download the file in safe mode and burn it to a CD.
Just download it while Windows is working normally and then run it.

I recently had to uninstall Office 2007 Plus because of performance issues.

I now want to perform a clean install but cannot. I performed as thorough a
job as possible of eliminating all OFFICE12 remnants from the registry, temp
files, etc., all in Safe Mode. I then downloaded a fresh copy of
OPPLUS-EN.EXE under Safe Mode, extracted the files to a CD, and upon
attempting setup was greeted with the following error message: "The language
of this installation package is not supported by your
system."
