Hi Karen,
You can get this message if you've deleted the updates folder or used a 3rd party 'cleanup tool', that gets a bit too agressive.
The MS Office LIStool works with 2003 but not with 2007 (The local \MSOCache Local Installation Source) for Office 2003 was
optional, it's a required element of Office 2007.
The Windows installer Clanup utility may be helpful in letting you start clean on an install or reinstall. It only removes registry
entries, not any installed files and there is a bit of a risk that it will also cause other products to need reinstallation/repair
as well.

This is a message I found on another web site. I guess I'll try it.
Download the Windows Installer Cleanup Utility from
http://support.microsoft.com/?kbid=290301 and install it. Use
the utility to delete the Windows Installer registry entry for
Office 2003. Reboot. Uninstall Office 2003. >>
