It is unlimited in that anyone who has the password can open it; access is
not limited to a specific list of named users.

I got a Word 2003 document where the menu File->Permissions show a checkat "Unrestricted access"
but is at the same time "password protected"?It is restricted.
From my point of view a password protected file cannot be "Unrestricted".
