Unless you want to "default" all the printers they use to have 2 copies as the user preference, the only other method I know would be to use a macro for the print setup and switch it to 2 copies that way.

Is there a way to "lock" print options on office files? (mostly Word & Excel)
I currently provide access to some of my Word & Excel files via an html page at my work. We want to be able to have my coworkers fill in the blanks on the letters, and then when they print we want it to automatically print 2 copies, no matter which network printer they're using.
Can it be done?
