I pull up distribution list but can't open tools to mail merge

I am doing a mail merge I pulled up my distribution list and select the
people I wanted I then go to my tool menu and there is no maile merge. I can
go to the tool menu bar on the mail email and follow the step to mail merge
however I went I click ok it says I don't have a distribtion list
.
