msn messenger reqires newest download everytime i open

Everytime I open messenger it requires me to download the newest version,
even if I just opened it 2 minutes before. (and it still wont open and let me
use the program) Why does it need to do this everytime? How can I fix it.

On a second note I signed up for a new passport account becuase I got locked
out of my old one somehow... but I was never sent the email so that I could
confirm the address was mine. So I still cant log onto messenger because I
never got the email.
