Hi Jonah,
MS Office Photo Editor was discontinued after Office XP.
You can still install it from an older version of MS Office
using a custom install and in a 'use as is' state.
If you're inserting graphics into other Office apps, such
as Word the Picture toolbar contains a transparency tool you
can drag across a background to change it to transparent for
that graphic while it's in a document.

Bob I, that is not the paint program I was tallking about. MS Paint does not
make backgrounds transparent. Office Pro 97 was more of an "editing" program.
I figured with an "impoved" Office 2003 Pro, a better program would be
installed with it as it was with Pro 97. >>
