Posting my own resolution here, but might help others
I copied the entire MSoffice folder locally, and ran Word97 in compatability mode for windows 98. Works fine now.

We have installed MS Office 97 using Novell Zenworks 4.0 to several windows 98 clients.
We have an issue where some clients when accessing a Word Document that is allready in use. They report the file is in use, and would you like to make a copy. At this point some clients are OK, create the copy in local temp folder and allow user to edit the copy.
Other clients however give the message that they cannot read the source file, and to check it has a DOC extension etc. They dont create the local file.
We are currently trying a local install of Word. it doesnt happen to all clients, even though the base image and ZEN is the same. If it happens on a machine it happens to all DOCS on that machine in use.
We have tried moving docs to a windows share rather than netware and get the same results. If the 2nd client uses word 2000 or above we dont get the issue. Netware is not running file locking. We have tried local accounts on the workstations rather than NDS accounts.
Any extra ideas ?
