Access denied in Outlook, re: change time

As a User in Outlook, Tools, Options, Calendar Options, Timezone--I get
access denied when I try to change any time settings. I saw also that I
could not change the computer's time, so I created a policy on the SBS 2003
DC to let me do it and reboot the computer (XP SP2). I can now change the
windows time, but I still get "access denied" when I try to change it in
Outlook. Any ideas?
