Support for Microsoft Works files in Office

User A has Microsoft Office 2003 and User B has Microsoft Works (not sure
what version.). User B recieves Excel files from User A via email but can't
open the attachments because they don't have Excel.
Is there any way User A can create a Microsoft Works Excel file using Office
2003
