Spelling & Grammar unavailable to some users

Running Office 97 on XP Pro SP2. Admin accounts all have spelling &
grammar but for non-Admin ("Limited") logins, the "Spelling & grammar"
tab of the Tools / Options dialog is greyed out.
Any ideas, group?
