The add-in at
http://microsoft.com/downloads/details.aspx?FamilyID=E01EA3D8-094D-4ED1-88DA-F4B8B2AD28BD
is an Office XP rather than Office 2003 add-in.
It will work with Office 2003, but the installer doesn't
appear to extract the XLA file when you run it without
having a 2002 series product installed.
If you have Winzip you can open the download
and extract the WZtmplt.xla to a folder then
in Excel use Tools=>Add-In=>Browse
to locate the XLA file.
You can use the steps in this KB article to
work with the Add-In.
