How do you open a new window in internet explorer?

I used to be able to open a new window in IE6 and have two of the same
windows open and etc. But for some reason now when I click on new window or
right click for new link, either nothing happens or it stays on same page.
I have tried re-resgistering using the regsvr32 urlmon.dll and some of the
other commands, but none of this helps. Please help.
