Error with Outlook 2003 automatic conversion of URLs from RTF to H

When using Outlook 2003, within a fully installed Office 2003 Professional
environment, and Outlook is set to automatically convert outgoing messages
from RTF to HTML, the URL's are not properly converted. For example, an URL
of www.comcast.net (in the message text) is converted (as it appears in the
source code) to file://www.comcast.net instead http://www.comcast.net. When
I create the same message directly into HTML, www.comcast.net is converted to
http://www.comcast.net within the source code --- http://www.comcast.net is
desirable; file://www.comcast.net is not desirable.
I get the same results when operating Outlook in 'safe mode'. I have even
tried a secondary POP3 account -- the results are the same.
My Office 2003 Professional installation is an upgrade from Office 2000
Professional. I know people who have a non-upgrade installation who do not
have the same problem.
Any thoughts would be appreciated.
