The license is detailed in the Office Web Components toolpack for OWC
version 10 which is available freely for download.
To answer your question, no you can't. Licensing rules prevents that.

My question is that since this is available for public download? Can we
include the .exe or one of the components (e.g., owc10.dll) on a CD with
our
software? We have software that will only work with Office 2007 if OWC10
is
installed and would like to save our clients a step and install it for
them
on their machine.
Regardless of the answer if someone can point me to the page or policy
that
details why we can/can't do this, it would be greatly appreciated!
