If those languages allow you to write COM Add-Ins, then yes. As far as them being used as scripting languages inside Office akin to VBA, I don't think so.
I don't know for sure, but my guess is that you won't get far with Jscript or Java when it comes to writing Office add-ins or VBA like macros for Office
