Remote access to outlook mailbox

I have developed a vb application to open a particular mailbox and find the
count of mails in that inbox.
If we run the vb exe from a machine, after logging with the userid, which
has the owner rights for that mailbox, it works fine.
If login over the machine with a userid, which doesn't have the owner access
to that mailbox, then it is not able to run the application successfully.

Please provide me a solution, that a user, who doesn't have owner access to
that mailbox and he should be able to run the vb exe.
