cannot send email using office outlook 2003 sp2

Tech-Archive recommends: Repair Windows Errors & Optimize Windows Performance

Until recently my email worked just fine then one day I could not creat any
emails, if I do I get the message "cannot creat the email message because
the data file to send and receive messages could not be found." In addition
and my sent items folder and drafts item folders per a system message
"Unable to display the folder. Microsoft Office Outlook could not access the
specified folder location."
I can receive email messages. I can access my 'inbox' and any folders I
created.
I have searched the microsoft knowlege base and installed what I thought
were updates that would correct my problem all to no avail. Any suggestions
would be greatly appreciated.
