In the Word 2003 UI: Tools/Protect Document. In the second section of the
Task
Pane there are a number of protection types, one of which is "read only".
You
should be able to select everything BETWEEN the start and end tags of the
"entire document" element and then click the checkbox next to "Everybody"
in
the list box. Now activate document protection. (Note, you may have to
fiddle
with adding a paragraph mark just inside the tags and protecting that. You
can
format it very small, if necessary, so that it's essentially not visible.)

I think that might work great for us! But it brings up a different issue
that we've been struggling with (for another case where we use
Protection)... but it seems more appropriate for a thread of its own...
