Hello Dave,

I use the Process Monitor to see what actions are taken by MSOXMLED.EXE
when we click a non-Office .xml file. The MSOXMLED.EXE query the following
regsitry key value "HKCR\XEV.GenericApp\shell\open\command\(Default)" and
then call IE to open the .xml file.

Therefore, I suggest we change this key's value from {"C:\Program
Files\Internet Explorer\iexplore.exe" -nohome} to {Where you install the
XML Spy}. Hope this will help! Please make sure to back up your original
registry key before you override it.

By the way, based on my understanding, this question is not related to the
Office development. So, raising it in an appropriate newsgroup may increase
its answered possiblity.
