I get the product group's confirmation today. They confirmed my analysis in
the last reply:

what you see in the TOC is not numbering on those paragraphs, it's that the
field result includes the full text of the paragraphs (including their
numbering). Delete the numbering on just one heading and update the TOC,
you'll see just that one result loses the numbering text. Your TOC is
pulling Heading styles 1-3 and since those styles having numbering applied
you see numbering in your TOC. The TOC1/TOC2 style is the style that is
actually applied to those lines in the resulting TOC, let's say you wanted
the TOC to be all red, you change the TOC1 style to Red and it doesn't
impact your Heading styles in the document. The /t switch is a way to pull
TOC entries that the user has manually added to the document, this allows
you to pull entries into the TOC that are not formatted as Heading levels
so it provides more options to build your TOC.
