I'm want to insert a picture to word's header.But first I need to sure if
it exist or not, or else there will have duplicate pictures, how to verify it.

Difficult, since "out of the box" there's no way to know what's "in" a picture
in a document.

If you can be sure that this would be the only picture in the header/footer
area, then you can check the Count property of the appropriate collection
(Shapes or InlineShapes).
