Package Install Error - In New Window XP's

.I have been using Office XP Developers installation Package wizard wth all
the updates for about 2 years now with little or no problems as I deployed my
Access database programs on my client's Windows 98, Windows 2000 & earlier
versions of Windows XP. BUT Now in the last month and only in new computers
with newly installed Windows XP Home editions & Professionals am I (MY
CLIENTS!!!) getting an error message that Windows NT 4.0 service pack 6 needs
to be installed. For some reason I thought we have overcome the problems in
an almost a ten year old OS. Does Office XP Developer Packages need code of
some kind that Windows NT has or is this a ????????????????????

Now why does Windows XP conflict with a development program Office XP
Developer software conflict with a new version of Windows XP?

If Microsoft is listening maybe you people can explain this OR any one else
please.. My Access db deployment is dependent on this at this
time.......!!!!!!!!!!!!!!!!! I really need HELP!!!!!!!!!!!!!!!!!!!!!!!!!
