That's because what you want to do is *extremely* difficult and it's a wonder that it can be done at all.
To give an analogy, suppose you make a recording (mp3) of your voice, speaking. Next you feed this mp3 file to a program that picks out the words, transcribes them into characters, and generates a file that contains not just the words you spoke but also correct capitalization, punctuation, etc. Can that be done? Yes. Almost. Barely.
MP3 > MIDI conversion would be much the same only the program would essentially have to generate musical notation rather than words. That's because MIDI files are kind of like musical scores. They don't contain the digitized sounds; like musical scores they contain instructions that tell a player when and how to make what sounds.
I have seen at least one program that claims it can convert MP3 and WAV files to MIDI. Here's its link:

However it's not cheap. If it really can do what it says it can, an arm and a leg would be probably be a fair price.

file.
Then you'd be better off using a program that allows you to enter notation and converts notation into MIDI. I use Noteworthy:
