I am sorry, you are right; it is a VOB file.
I have found another problem; no video DVD inserted in the DVD drive will
play. The all give the message that dvdplay.exe cannot play this file/disk.
While coverting an individual file may work, using this on an entire DVD is
inpractiable.
Something is seriously wrong with my dvdplay command and I do not want to
erase and reinstall my W2K installation.
Any other insites.

You sure it is VBO, not VOB? Make a copy of the file in anotherdirectory.
Change the file extension to MPG and try again. If no go, then -2000.
