If you have a CD or DVD burner, then the software which came with that
burner can probably do this. You're basically looking for an audio
editor.
The free program Audacity (<http://audacity.sourceforge.net> can also
do what you want, but it can't write in WMA format, because that's a
proprietary Microsoft format. However it can write WAV, MP3, etc., which
WMP can play, which you can write to CD, etc., etc..

I remember in the old days, we used to have these gadgets called tape
recorders, and you could start them when your song "came on" and stop
them afterwards....
