Grab this free Audio Editor - Audacity
http://audacity.sourceforge.net/
Very good multitrack Editor. You can do many interesting and even quite
sophisticated things with it using internal effects or Plug-ins.
In order to cut 15 min. just select what you want and watch timeline.
then cut
and paste into a new track
Then save new file choosing resulting audio format
