Error when trying to run security component update

When I try to update the security component of media player 11
(http://drmlicense.one.microsoft.com/crlupdate/en/crlupdate.html) when I
click the update button I get the following error:

An error was encountered during upgrade. If you are still unable to play
your content, additional help and support is available on
http://support.microsoft.com

I have also tried this web site but the update button is disabled:

http://drmlicense.one.microsoft.com/Indivsite/en/indivit.asp

Any ideas what is causing this?
