For almost every codec package, administrative rights would be required.
All VfW codecs *must* have admin rights to install. For DirectShow filters
and DirectX Media Objects it is possible for a codec to not require admin
rights, but that requires a very special implementation that I don't believe
anyone has ever bothered to do.
So the answer to your questions: Yes, and yes.
