To close my own loop, rebooting my machine appears to have resolved the
issue.
Not that the install process indicated that a reboot was in any way
required, nor did I do it to solve this issue, but rather because I was
installing some other software. But the end result is that my issues have
been resolved.
I only reboot perhaps 5-6 times a year, typically when installing software
or upgrading hardware, so it is lucky I discovered this now rather than
weeks or months from now...
