Can't view any DVDs, XVIDs or DIVX ... Pls help !

Hi all
    Since I formatted my HDD run on XP Pro, I've been unable to view any
videos (DVDs or divx or xvid) on my PC . First when I attempted to install
the codecs I was using before I formatted I received the following error
messages :
    With the ACE bundle for XP pro : error 1931. The windows installer
service cannot update the system file
C:\windows\system32\msrle32.dll because the file is protected by windows.
You may need to update yr operating system for this program to work
correctly (I installed all the windows updates available though)
    With the NIMO codecs: Error opening file for writing
c:\windows\system32\msvcr70.dll.
Then I found and installed other codecs and used codec_sniper to remove all
broken codecs. Now I can hear the soundtracks, but I still have a black
screen instead of the picture! And G-Spot keeps telling me that I have all
the codecs I need to read all my files!
    I've also reinstalled my graphic card (a radeon 9200 series), have tried
other software but no luck there either !
Now I don't know what else to try. I really need your help.
Sorry for this long message, but I thought you'd be able to help me better
