Suppose I want to do it myself, can my own filter simply eliminate some
packets from the ASF stream, or should it be with some embedded header
packets or in some other way?

It should work. You can do this with some "filter" called VideoLAN
player, which will accept an mms or http ASF stream and rebroadcast
(or archive it) to a third client : http://www.videolan.org/

The more it looks like http progressive download, in general the more
reliable the results will be across player versions.
