Beacuse you're discussing photos and video as capture targets.
The screen capture codec is specifically designed for high sharpness
of pixels (so you can get good captures of font outlines and window
boundaries). That means it's far from optimal for continuous tone
content such as video and JPEGs.
In those cases you'll get terrible banding, and you'll also notice it
only seems to do 256 or 64k colours rather than the 24 bit you're used
to for JPEG

WME will be responsible for transmitting the prepared screen. Why not let

WME as you've noticed, doesn't do split screen sources- each source is
considered to use the complete video area.
It's not a bad idea for a workaround, however by default the Screen
Capture mode sets WME to use the screen capture codec.
You can then manually switch that back to use WMV9 (non-screen) codec
in the Properties -> Edit under Compression - but save your profile
with a different title because it tends to reload the screen codec if
you don't, when you next use that.
In addition, you'll find a large overhead in CPU which might make the
machine unusable for your purposes. Hardware solutions such as scan
coverters which convert VGA to DV / Firewire are worth checking if you
had to do this a lot - but that would need 2 PCs or another camera
(one to capture the DV, and one to provide the screen output in the
first place)
