Defeating stream optimisation

Is there some kind of hack for Windows Media Player that will
make it ignore stream optimsation. I am trying to watch
something, but I keep having to restart the stream, but it
gets throttled down from 320K to 20K, resulting in a
single frame every minute or so. Is there some kind of
hack for Windows Media player that I can apply that
will make it ignore stream optimisation, and force it
to continue at the bitrate it started it, no matter what?
