tried any other writing software other than the built in Windows
version? Normally, Dell computers ship with some kind of software for
writing to CD/DVD so you should have at least one other way to try and
write the files. Some programs also have a free trial version
available for download, so that is another way to test the drive to
make sure it is with the drive itself.
Assuming the disk is a burner (and I don't see any reason for it not to
be, since you get the option to "Start Burn") the problem is either with
the drive itself (it is not uncommon to see a problem where it can read,
but not write), the software you are using to write, or the settings
that software is configured with.
If the drive is the problem, and your system is still in warranty, then
a call into tech support to get the drive replaced should get things
fixed rather quickly (parts shipped out next business day). If you
have any questions on this I will be more than happy to provide any
help I can for you.

Guess what - I've sorted mine !!
There has been so much confusing advice and I've been setting things
and unsetting things all over the place. What I did yesterday was;
(don't follow these until reading all).
a) Downloaded the trial version of NERO (took 2 hrs) as various people
said that this would work. DIDN'T work - but gave a more detailed
report of the error, "Calibration problems", which I looked up. On one
of the forums, there was a description of the error I was getting -
saying that it was usually due to dirt on the lens or poor quality
CDs.
b) Opened up the CD casing and cleaned the lens with proper cleaning
fluid. Still didn't work !
c) Read further about this error - someone suggested that Nero was
NOT good (and it wasn't free) and to download 'Burn4Free'...which is
free and only takes 10 minutes to load.
d) Also read somewhere that the Service "IMAPI CD-Burning COM Service"
should NOT be running - I had got this running from an earler trial &
error - So I disabled it
e) Ran Burn4Free and BINGO - it worked ...
1 week and lots of trial & error but I've now got a working CD writer
again !!
