Sure - you could easily use PhotoStory, and have either a static image
(no movement or between-omage transitions) or experiment with the
screen transitions to cross-fade the images. You can add any captions
you want to each image, as well as background music.

It will create a windows media video of the images, captions and audio
which people with media player 9 or later can view.
