Hmm, that's strange - maybe it does an OS version check, cause I got
to a page which doesn't list XP on the main link on the page below.

That's a pretty much ubiquitous file, from a package called MDAC
(microsoft data access components) which deals with lots of database
related stuff. I can't imagine how it went missing, but anyway :
On this page http://msdn.microsoft.com/data/ref/mdac/downloads/ you
should download and run first the Component Checker at the top of the
page, then install the download 'MDAC 2.8 SP1' package.
That ought to repair that file and probably a few others too. With
that package in place, it should get the error above fixed.
