Right-ho, something else may be broken :
These are the steps I'd try if it was my machine :

First, make sure the following files exist in \Windows\System32 :

sbe.dll
encdec.dll
sbeio.dll

If they're all there, re-register the files as follows :

Go to Start -> Run. In that box, type in (followed by pressing Enter)

regsvr32 sbe.dll
regsvr32 encdec.dll

Those files are involved in decoding MPEG-2 data from inside the
DVR-MS package. This process is needed for playback of DVR-MS on
Windows server 2003 WMP install, and it's possible you're in the same
position as listed on this page :

DVR-MS files are just MPEG-2 (DVD data) inside a proprietary wrapper.

So to play them back you'll need a compatible DVD decoder which can be
checked for using the DecCHECK tool on this web page :

If you don't have a compatible MPEG decoder listed, reinstall the one
you have from disk, or purchase one if you don't already have a
decoder for DVD data.
