About the only thing you can do is create a server-side playlist containing two
sources that loops continuously. One source would be your stream and the second
source would be a local wmv file. If your first source is unavailable the wmv
file will play (make it short) and then it will loop and try your first source
again. In this way the publishing point never stops.
WMS online help talks about doing this.
Your other option is to write a program that monitors the status of the PP and
ensures that it gets restarted whenever it stops. I've actually had to do just
this for some multicast PPs that were hanging up.

I have a little problem with my publishing points defined in the Windows
Media Services 9 Series application.
I am streaming a live stream from a remote distribution server. Is there a
possibility to automatically restart a publishing point after the publishing
point has been stopped (e.g. it stopped after some network failure)? Or do I
really have to restart the points manually?
I have already tried to solve this problem with URL modifiers like
WMReconnect but it did not work correctly. Is there any other possibility,
e.g. some script?
