Windows skinning or anti-virus software interfering with shell temporary
file creation (and the %temp% dir is of slight interest here, I believe),

I don't believe that change would do it. That value should be
"{09799AFB-AD67-11d1-ABCD-00C04FC30936}", I believe, if you want to
restore
it.

The registry is extremely powerful - be very careful about editing it.
